Sun-Block Cosmetics SPF Value and Logo Requirements

　　According to Cosmetics Hygiene Standards (2002 Edition), now the sun block cosmetics SPF value test and label have these following regulations:

　　1. About the sun block cosmetics label requirements

　　(1). Sun block products can have no SPF value.

　　(2). If the tested result of SPF is less than 2, then the label cannot mark sun block function.

　　(3). If the tested result of SPF is between 2-30 (including 2 and 30), then the label can mark the sun block function and the mark value is not higher than the real value.

　　(4). If the tested value is higher than 30, then the label can only mark SPF30+, which means in China, the highest SPF value on the label can not be 30, even its real SPF value is higher than this number.

　　2. Laboratory testing report

　　When apply for the hygiene approval certificate, if the testing report from the laboratory is not qualified by ministry of health, then applicant should submit foreign laboratory SPF testing report and its detail information, which including laboratory qualifications documents and testing methods. If the laboratory testing report is qualified by ministry of health, then the testing report is acceptable. The domestic testing institutions should be qualified by ministry of health about the human body safety and functional testing, then domestic testing institution can issue the SPF testing report that needed in the ministry of health cosmetics evaluation, and the detailed requirements are:

　　(1) Foreign laboratory qualifications documents

　　1. If the laboratory has been qualified, it should provide related laboratory qualification certificate.

　　2. If the laboratory has not been qualified, it should provide confirmation letter that the laboratory strictly comply with Good Clinical Practice, GCP or Good Laboratory Practice, GLP.

　　3. Other information may help to confirm the qualifications of the laboratory.

　　If it is the first time that the applicant submit the foreign SPF testing report, then the applicant should provide origin copy of above documents or copy but confirmed by industry association, embassy, or notary public (include translation documents), and after ministry of health confirm the copy, the applicant only need to submit the copy when applying again.

　　(2). SPF testing method should comply with SPF testing related regulations in “cosmetics hygiene standards” (2002 edition).

　　(3). As for those who provide foreign SPF testing report, if the name of the applying products is different from the name on the testing report, manufacturer should issue written certificate to confirm that the applied products are the same as the product name marked on the testing report. If any evidence of fraud has been found on the registration, then in the future registration, ministry will not accept this applicant’s foreign laboratory foreign testing report.
